Stage 1: Mine Extraction

Everything starts with the ore. Flake graphite deposits differ in ore grade, flake size and accompanying minerals, and these differences carry through to the finished product.

Stage 2: Processing

At the concentrator, ore is crushed and ground, then upgraded by flotation, the standard beneficiation method for flake graphite. Depending on the grade, the concentrate is then dried, further purified, ground and classified into the required particle sizes.

Natural flake graphite is commonly supplied in grades such as 32, 50, 80 and +100 mesh, while micro-powder graphite is produced to a specified d50 particle size. Some products need additional steps: expandable graphite, for example, is made from natural flake graphite by intercalation, washing, drying and high-temperature expansion.

Finally, the graphite is packed in the form agreed with the customer, such as jumbo bags or smaller bags on pallets, so that it stays dry and free from contamination in transit.

Stage 3: Quality Control

Before a lot is released, it is sampled and tested against the agreed specification. The parameters depend on the grade and application, but they typically include fixed carbon, ash, moisture and particle size distribution. For some applications, other impurities such as sulfur are also specified. The results are recorded in a certificate of analysis (COA) that accompanies the shipment.

- Consistency, not only compliance. The shipment should match the approved sample and previous deliveries, not just meet a number on a data sheet.

Stage 4: Export Licensing

Export licensing is the stage buyers see least, yet it is an integral part of delivery planning for controlled graphite items.

In China, natural flake graphite and its products, including spherical graphite and expandable graphite, have been managed as dual-use items since December 1, 2023 (MOFCOM and General Administration of Customs Announcement No. 39 of 2023). For these products, the exporter must obtain an export license from the Ministry of Commerce (MOFCOM) before customs can clear the goods. Other graphite products may be treated differently depending on their specification and customs classification, so it is worth confirming the position for your specific grade.

What the licensing process involves

The exporter submits an application through the provincial commerce authority to MOFCOM, together with supporting documents such as the sales contract, product information, end-user information and importer details. MOFCOM reviews the application within the statutory time limit.
