On October 9, 2025, China’s Ministry of Commerce and General Administration of Customs jointly issued a new regulation to impose export control on lithium-ion battery materials and synthetic graphite negative electrode materials. This measure aims to safeguard national security, protect strategic interests, and fulfill international non-proliferation obligations. The new export controls will take effect on November 8, 2025.
